CBSE’s hub-and-spoke model enables collaboration between schools. Hub schools provide guidance, spoke schools report activities, and counsellors coordinate to strengthen student wellness and counselling practices.

The Central Board of Secondary Education (CBSE) has launched the counselling hub and spoke school model for the 2025-26 session to enhance psychosocial support systems in affiliated schools.
The initiative is designed to create a collaborative network of Hub Schools and Spoke Schools, aiming to increase accessibility, build institutional capacity, and promote peer learning in student wellness and counselling.
As per the official notice, under the model, selected hub schools will provide guidance and oversight to associated spoke schools. School heads and principals are tasked with leading the implementation, while counsellors and wellness teachers will operationalise the programme.
The board further states that counsellors from hub schools are expected to coordinate with their counterparts at spoke schools to carry out prescribed monthly activities. A reporting structure has also been established to monitor progress.

According to the framework, spoke schools will submit monthly activity reports to their respective hub schools, which in turn will consolidate the information and submit it through a designated Google Form by the 5th of each month.
CBSE has made available the counselling hub and spoke school model document for detailed guidance on implementation in the official notice. The Board has also shared a list of identified hub and spoke schools for the current session.
The Board has circulated the notification to various school authorities and education departments, including Kendriya Vidyalaya Sangathan, Navodaya Vidyalaya Samiti, Eklavya Model Residential Schools, Sainik Schools, Odisha Adarsha Vidyalaya Sangathan, state education directors, AWES, and the Central Tibetan School Administration.
