NEW DELHI: The Supreme Court delivered its final judgment on petitions challenging the re-examination of National Eligibility cum Entrance Test (NEET-UG) 2024. The Court concluded that there was no systemic breach in the examination beyond the areas of Hazaribagh and Patna. Additionally, the Supreme Court said the National Testing Agency (NTA) should avoid flip flops, as such actions could undermine the credibility of the central body.

The Court was delivering a detailed judgment explaining the reasons behind its July 23 decision, which had denied the cancellation of the NEET-UG exam 2024 held on May 5 despite concerns about a paper leak and alleged malpractices.

Grievance redressal and data protection

According to Bar and Bench report, the Supreme Court instructed that the committee should propose a comprehensive grievance redressal mechanism and establish data protection protocols to safeguard sensitive information and prevent leaks.

NEET UG 2024 Paper Leak: Cybersecurity measures

The Court also emphasized the need for recording electronic fingerprints, conducting cybersecurity and vulnerability audits, and adhering to the latest cybersecurity trends. Additionally, the Court highlighted the importance of policy and stakeholder engagement to ensure the NTA is well-equipped to address any issues that arise. Measures should also be recommended to lower barriers for disabled individuals to promote equality, the SC said.

Mental health support programmes and training

According to a Bar and Bench report, the Supreme Court stated that the expert committee should propose plans for mental health support programmes for students and evaluate the psychological effects on them. The SC suggested that the expert committee should also assess the feasibility of training NTA members, examiners, and staff to ensure they are well-prepared to maintain the integrity of the examination.

NEET UG 2024: Formulation of SOP for exam procedure

As per live law report, the evaluation committee has been tasked with developing a Standard Operating Procedure (SOP) that outlines the timelines for registration, exam center change, and the sealing and storing of OMR sheets. Additional recommendations include:

  • Evaluating the process for assigning exam centers to candidates.

  • Considering the feasibility of installing comprehensive CCTV monitoring at all exam centers.

  • Reviewing and suggesting improvements for the printing and transportation of exam papers.

  • Assessing the use of closed vehicles with real-time locks for transportation instead of open e-rickshaws.

  • Enhancing identity verification at various stages, incorporating technological innovations to prevent impersonation, and ensuring compliance with privacy laws.
