Sikkim govt tables bills to set up state medical council, amend private university laws, open schooling

The Sikkim government, on the first day of its four-day budget session, tabled six bills in the assembly, including those to establish a state medical council, amend laws governing private universities and open schooling, PTI reported.

GT Dhungel, Ayush minister introduced the Sikkim medical council for Indian System of Medicine Bill, 2026 to establish a statutory body to regulate practitioners of Ayurveda , Yoga and Naturopathy, Unani, Siddha, Sowa Rigpa and Homoeopathy in the state, as per the report.

While, Raju Basnet, education minister of Sikkim, presented the Sikkim Private Universities (Establishment and Regulation Amendment Bill, 2026). The bill will make amendments to the 2025 parent law governing private universities, the report read.

Sikkim govt introduces open schooling, skill education bill

Moreover, the education minister also introduced the Board of Open Schooling and Skill Education Sikkim (Amendment) Bill, 2026.

The open schooling bill was tabled to boost regulatory “oversight and align it with the National Education Policy, besides tabling the Board of Open Schooling and Vocational Education, Sikkim Bill, 2026 to facilitate the establishment of a private open schooling board in the state,” the report added.

Notably, Prem Singh Tamang, chief minister of Sikkim, also proposed the National Council for Skill Education, Sikkim (Repealing) Bill, 2026 to revoke the 2023 Act relating to skill education, it said.

In February this year, the Sikkim government established a board to train youth and facilitate employment opportunities in foreign countries.

The board aimed to create a strong institutional mechanism to support mobilisation, training and placement of skilled, semi-skilled and unskilled youth from Sikkim for overseas employment.
