Ahead of DUSU polls, DU imposes anti-defacement rules to protect campus property

Delhi University has notified a set of guidelines to curb defacement of campus property during the Delhi University Students’ Union (DUSU) elections. The guidelines require candidates to submit a Rs 1 lakh bond and restrict campaigning to two designated walls to prevent damage to university property.

The guidelines also include mandatory affidavits, methods, and disciplinary actions for violations. As per the official notice, students will be required to submit an anti-defacement affidavit at admission, similar to the existing anti-ragging affidavits.

Colleges and university departments have been instructed to conduct orientation programmes to sensitise students about campus discipline and the importance of protecting public property. The university has designated only two specific “walls of democracy” where candidates are allowed to display campaign material, aiming to contain wall writings and prevent widespread damage.

“A dedicated portal pertaining to defacement issues shall be created at the University/ College level to sensitise the students about their rights and duties. The students may report any violation on this portal,” the notice said.

DUSU Elections: Use of electronic media permitted

Physical campaigning methods such as rallies, posters, loudspeakers, roadshows, and vehicle campaigns have been prohibited to reduce disruption and property damage. However, candidates are allowed to use electronic media for campaigning.

The notice further stated that in cases where candidates’ names are impersonated or misused in acts of defacement, the affected students will have to report to the police within 24 hours and provide proof to the university.

“Failure to do so, the candidate/ student shall be liable to pay afine of Rs 25,000/- or as decided by the University/ College or suspension from College/ Department, including rustication for a specified period or expulsion from the College and may also be debarred from contesting elections,” the guidelines specify.

Committees established for monitoring compliance

The university has also mandated the creation of committees at both college and university levels to monitor adherence to these guidelines. These committees will also manage a reporting portal where students can flag violations.

“The use of Dhols, Loudspeakers are not allowed in and around the premises of a College/ Department. This Rule will remain in force even after the declaration of election results,” the notice said. Further security measures include restricting the entry of outsiders to college premises, with recommendations to use biometric or facial recognition systems for student attendance and access control.
