OBC student body urges BCI to enforce reservation policy in NLU admissions, faculty recruitment

An OBC student body has urged the Bar Council of India (BCI) to urge institutions to implement the reservation policy in All India Quota (AIQ) quota seats in undergraduate and postgraduate seats as well as faculty recruitment in all the National Law Universities (NLUs). It suggested withdrawing recognition of law universities who continue violating the reservation norms.

The All India OBC Student Association (AIOBCSA) drew the attention of BCI to the recommendations of the department-related Parliamentary Standing Committee on personnel, public grievances, law and justice, regarding the enforcement of the reservation policy in the NLUs and other law institutions.

The student organisation recalled that the Parliamentary committee, in its report, observed that many NLUs are not properly implementing reservations for Scheduled Caste (SC), Scheduled Tribe (ST), Other Backward Classes (OBC) categories in both UG and PG admissions, particularly in central seats.

Moreover, minister P Wilson has been persistently highlighting this violation, writing to chancellors of NLUs to ensure compliance with the mandated reservation policy.

The committee has unequivocally recommended that:

• BCI must oversee the proper implementation of reservations in all law universities, including NLUS, colleges, and other law institutions.
• If any institution fails to adhere to the reservation policy, the Bar Council of India should consider withdrawing their recognition.

In line with the recommendations of the committee, AIOBCSA requested the following:

• Issue binding directions to all NLUs to implement the Government of India's reservation policy in AIQ seats for UG and PG admissions.
• Ensure strict compliance in faculty recruitment in all recognised law institutions.
• Establish a robust monitoring mechanism with periodic compliance reports.
• Enforce the recommendation to withdraw recognition from institutions that continue to violate the reservation policy.

"We believe that implementing these measures will uphold constitutional guarantees, promote social justice, and ensure that legal education is inclusive and representative of India's diversity. We request your immediate action on this matter," it said.
