UGC notifies new draft guidelines for recognition of colleges

All colleges will have to obtain UGC recognition under section 2(f) within three years from the date of notification of these regulations.
NEW DELHI: The University Grants Commission (UGC) has published a draft guidelines on recognition of college. These regulations will be called the University Grants Commission (Recognition of Colleges under clause (f) of Section 2 of the UGC Act) Regulations, 2023.
Colleges under the section 2(f) of the UG Act are the ones that get financial assistance from the statutory body and are declared eligible to receive “central assistance (UGC grant) under Section 12 (B) of UGC Act, 1956 as per approved pattern of assistance under various schemes”.
The UGC defines colleges as “any institution whether affiliated college or constituent college, known as such or by any other name and provides undergraduate or postgraduate or PhD programmes or Diploma course of a duration of not less than one academic year and for which the minimum qualification for admission is a Bachelor’s degree.”

A college should submit the following documents on the UGC portal while applying for recognition.
- Documents related to year of establishment of the college;
- Society Registration Certificate along with registered trust deed or such other relevant documents.
- Affiliation certificate issued by the university at the time of application.
- Approval of the statutory or regulatory body at the time of application;
- Notarized undertaking in non-judicial stamp paper of not less than Rs 100 jointly by the management and principal of the college.
All colleges will have to obtain UGC recognition under section 2(f) within three years from the date of notification of these regulations. “Inclusion under clause 2(f) of the UGC Act shall be mandatory for all the colleges, irrespective of whether a college has temporary or permanent affiliation to the university concerned,” it said.
