According to Budget 2025, five National Centres of Excellence for skilling will be established in collaboration with global expertise and partnerships to equip youth with the skills needed for “Make for India, Make for the World” manufacturing.

According to Budget 2025, the National Fellowship and Scholarship for Higher Education of ST has been nearly wiped out, with only Rs. 2 lakh allocated to the scheme for 2025-26.

The Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA), previously known as Rashtriya Uchhatar Shiksha Abhiyan (RUSA), has been allocated Rs. 1,815 crore. In the current financial year, the initial allocation was Rs. 1,814.94 crore, but the revised budget saw a reduction to Rs. 895 crore.

According to Budget 2025, 50,000 Atal Tinkering Labs will be set up in government schools over the next five years to nurture curiosity, innovation, and scientific temper among young minds. Additionally, broadband connectivity will be extended to all government secondary schools and primary health centres in rural areas under the Bharatnet project.

Pradhan also announced the completion of Phase 1 of the Prime Minister’s Research Fellowship (PMRF) program, which played a key role in promoting research at IITs and the Indian Institute of Science (IISC). The government is now set to launch PMRF 2.0 in 2025-26 , which will further boost research capabilities in India's top institutions.

Speaking about the a significant feature of the Education Budget 2025 is the expansion of Atal Tinkering Labs. Initially piloted with a focus on innovation at school level, the government plans to establish 50,000 new Atal Tinkering Labs over the next five years.

"This quantum jump is expected to provide students with hands-on experience in technology and innovation, preparing them for future careers in emerging fields", Pradhan said.

Pradhan noted that IITs will see a substantial increase in student intake as part of the government's initiative to turn these institutions into 'innovation universities'. The total number of students at IITs, which stood at 65,000 when Prime Minister Modi took office, will rise significantly as the IITs expand their seat capacity .

Moreover, the IITs will offer newer 21st-century courses that cater to evolving technological fields such as Artificial Intelligence, Robotics, and Biotechnology, aligning with global trends and industry needs.

While presenting the union budget 2025 Sitharam said that the country’s medical colleges have seen a 130% increase in medical seats over the last 10 years and the plan to create 10,000 additional seats is part of the government’s aim to add 75,000 more such seats in the next five years.

However, this announcement has sparked a debate among healthcare professionals and medical education experts. Several doctors argue that simply increasing MBBS seats without strategic planning may not effectively address the country's healthcare challenges.

The fourth AI Centre of Excellence in Education, envisioned in the Budget 2025-26, aims to revolutionize India's educational system from pre-primary to professional and research levels. By harnessing artificial intelligence, it seeks to address disparities and inefficiencies, ensuring equitable and high-quality education across the nation. This Centre of Excellence in Artificial Intelligence for Education will be established with a total outlay of Rs 500 crore.

In line with the comprehensive implementation of the National Education Policy 2020, this transformative initiative will integrate AI-driven innovations to enhance teaching, assessment, and policy-making. It will foster an educational ecosystem that nurtures young talent and equips them to contribute to the vision of Viksit Bharat@2047.

In the budget presented by finance minister, Niramal Sitharaman, the National Fellowship and Scholarship for Higher Education of Scheduled Tribe Students has had its outlay cut by 99.9%. It has got only Rs 0.02 crore – Rs 2 lakh – down from Rs 165 crore in the current financial year which was revised up to Rs 250 crore.

Here are the 10 major proposals for education sector outlined in Budget 2025

The higher education budget revised to Rs 46,482.35 crore from Rs 47,619.77 crore in 2023-24. Similarly the allocation to financial aid was revised to Rs 1,282.40 crore from Rs 1,908.00 crore. Though there has been an increase in budget allocation, the 2024-25 allocation was a higher 7.4% increased allocation.

Presenting the 8th consecutive budget, Sitharaman said the government will provide 10,000 research fellowships in Indian Institute of Technology (IIT) and Indian Institute of Science (IISC) and expansion of capacity in IIT’s with a special focus on the IIT’s built after 2014.

The substantial increase in the budget allocation for higher education, from Rs 46,482.35 crore in 2024-25 to Rs 50,077.95 crore in 2025-26, represents a significant 7.74% rise. "This increased investment will enable us to enhance further the quality of education, support research and innovation, and expand access to higher learning opportunities for all. The Union Budget 2025-26 presents a forward-thinking vision for higher education, focusing on skill development, innovation, and inclusivity", UGC Chairman M Jagadesh Kumar said.

The budget allocation for the digital e-learning scheme witnessed an increased allocation of Rs 681.00 crore from Rs 505.00 crore in 2024-25 budget. The revised budget was much higher at Rs 1595.00 crore.

The biggest budget cut was faced by the Navodaya Vidyalaya Samiti, which runs Jawahar Navodaya Vidyalayas (JNVs). The funding for JNV schools slashed by Rs 495 crore from Rs 5,800 crore planned to be spent this year, bringing it closer to Rs 5,371 crore’s revised estimate.

Commenting on India's Union Budget 2025, Md Sajid Khan, director-India, Association of Chartered Certified Accountants (ACCA), said, “The focus on AI in education and skill development in this year’s budget is a much-needed step towards preparing India’s workforce for the future. The establishment of a dedicated Centre of Excellence in AI for education, along with the five National Centres for Excellence in Skilling, marks a progressive step towards equipping learners with future-ready capabilities. However, the real challenge lies not just in setting up these institutions but in ensuring that they provide the right mix of technical knowledge, financial literacy, and real-world problem-solving skills.

Praising the announcement of 50,000 Atal Tinkering Labs in schools, Maithili Tambe, CEO of The Academy School (TAS), Pune said, “Establishing 50,000 Atal Tinkering Labs (ATLs) in schools marks a transformative leap toward fostering creativity, innovation, and practical learning among students across India. These labs aim to provide students with hands-on experience in critical areas such as robotics, electronics, and sustainable technologies, effectively bridging the gap between theoretical knowledge and real-world application. ATLs can empower students to explore their interests, develop problem-solving skills, and engage in collaborative projects, nurturing a generation of innovative thinkers and future leaders."

Tambe believes that by integrating broadband into classrooms, educators can expand their teaching methodologies beyond traditional textbooks, utilising online resources and interactive platforms that cater to various learning styles. "Broadband connectivity will empower students in remote and underserved areas, bridging the educational divide and offering equal learning opportunities for all," the CEO added.

A medical student association stressed on investment in postgraduate medical seats and expansion of government doctor positions in the medical education budget 2025. "Increasing MBBS seats without a corresponding rise in PG seats will be creating an  enormous imbalance in our healthcare system. We are living in different times and specialised training is not just good to have but essential, especially as AI transforms the way we diagnose and treat patients. Only specialists can pick up the errors which AI assisted CDSS tools risk bringing to the healthcare delivery systems. Almost every single student uses ChatGPT nowadays during clinics and sometimes they err! We must ensure that our medical graduates have clear, accessible pathways for specialization otherwise we are looking at an impending doom," said the Federation of Medical Students' Association (FAIMA).

According to FAIMA president Suvrankar Datta, a surplus of MBBS doctors without advanced training will lead to underemployment and a dilution of quality patient care. "Investing in postgraduate seats and expanding government doctor positions is critical and is imperative for meeting the evolving needs of our country," he opined.

The first part of the Budget Session will have nine sittings from January 31 to February 13. Finance Minister Nirmala Sitharaman called on President Droupadi Murmu before presenting her eighth Budget in the Lok Sabha. As per established tradition, the finance minister met the President at the Rashtrapati Bhavan before heading to Parliament. President Murmu offered 'dahi-chini' (curd-sugar), considered auspicious, to Sitharaman before she left for Parliament to present the Union Budget, the PTI reported.

All higher education institutions (HEIs) to become multidisciplinary institutions by 2040, the Economic Survey 2024-25 tabled on Friday, announced measures to increase opportunities for outstanding public education, provide scholarships for disadvantaged and underprivileged students, online education and Open Distance Learning (ODL), and accessible learning materials for persons with disabilities.

Is this finance minister Nirmala Sitharaman's first budget? Not even remotely. She took charge as minister of finance in 2019. This, however, will be the first full, standard budget in the third term of the Narendra Modi government. The budget session of Parliament began on Friday with the President's speech and the tabling of the Economic Survey 2024-25. The finance minister Nirmala Sitharaman will present the budget in Parliament - the budget speech timing is 11 am today - and the papers will be uploaded online shortly after. "We have no expectations from the budget. They have been presenting it for 10-11 years and have done nothing substantial. We just need to see how many dimensions they brought to give relaxation to their friends, big capitalists... They may try to lure people through some promises as elections are there in Delhi," Congress leader Sandeep Dikshit told ANI.

The Economic Survey’s chapter on "Employment and Skill Development: Existential Priorities", highlighted key challenges faced due to low-skilled workers, which is attributable to the quality of educational outcomes across different levels of education. “Low educational skills in the workforce make a mismatch between their academic qualifications and job market demands. This mismatch has resulted in over 53% of graduates and 36% of postgraduates being underemployed in roles below their educational qualifications," the survey said.

Ravichandran urged the Union government to prioritise open-source platforms for Indian language SLMs/LLMs, expand internet access to remote areas via satellite technology, and to establish digital classrooms nationwide to bridge the digital divide. "To truly empower the next generation, AI, coding, and computer science must be integrated into the curriculum from Class 1, with an enhanced focus on mathematics, building upon existing frameworks like the CBSE syllabus".

He suggested that the investment should focus on three key areas: expanding access to quality education through hybrid mode, addressing teacher shortages by leveraging public-private partnerships for AI-powered learning solutions, and preparing students for an AI-driven world. "This includes equipping every government school with computers and introducing AI education from 6th grade in collaboration with leading tech companies," he added.

Expectations of relief on income tax, particularly for lower middle class, is high after Prime Minister Narendra Modi invoked goddess of wealth for elevating poor and middle class. "I pray to Goddess Lakshmi that the poor and the middle-class sections in the country are blessed by her," Modi said on Friday while speaking to reporters outside Parliament before the start of the Budget session.
