CBSE to felicitate scribes helping CWSN candidates in board exams; revises affiliation rules

Attempt NowNEW DELHI: The Central Board of Secondary Education (CBSE) has decided to issue a letter of appreciation to scribes for helping the Children with Special Needs (CWSN) candidates in board exams 2025. As a part of this, the board has asked centre superintendents and schools to update the data of scribes on the Online Exam Centre Management System (OECMS).

CBSE Class 10, 12 board exams 2025 are being held from February 15, 2025. “This year, CBSE has decided to issue to scribes a letter of appreciation for their contribution in helping CWSN candidate write an examination. The details of scribes will thus be filled in the OECMS portal so that such data is easily accessible to the board to issue the letter of appreciation to them,” the board stated.
Iterating that the category of the candidate’s disability and facilities or exemptions are mentioned on the CBSE admit card 2025, the board asked centre superintendents to make arrangements in advance. In case, the centre superintendent has been appointed externally, the schools will have to update the data.
“It is therefore, once again directed that submission of data is to be done on the OECMS portal on a daily basis as all data for exam related payments to functionaries is fetched from OECMS alone. In case of centres where outside Centre Superintendents have been appointed, the centre/school will make all arrangements for updating OECMS data on a daily basis,” CBSE added.
Changes in affiliation rules
Meanwhile, CBSE has made some changes in the rules for affiliation of schools to the board. According to the amendments in the affiliation bye-laws , schools will be allowed to apply for CBSE affiliation on SARAS portal with or without No Objection Certificate (NOC) from the 2026-27 session.
The board explained that in case a school applies without NOC, it will have to seek comments from the state government through a letter. The state education department will have a month to reply and will be given another 15 days to raise objections, if any. In absence of any response, CBSE will consider the school’s application for affiliation.
